Fallout D20 Player Character Briefing The world community has been flailing around ineffectually in an attempt to deal with diminishing energy supplies since the 2050’s. The ravages of the “New Plague” in 2053 only made things worse. By 2059 Alaska was fortified to guard oil supplies against appropriation by Russia or China. In 2060 oil scarcity ended the era of privately owned automobiles and the economic decline accelerated. China invaded Alaska in 2066 and a stalemate developed. The USA began to deploy troops onto Canadian soil in 2067 and started the process of annexation that ends with Canada formally becoming a US possession in 2076. In the USA, which had endured rationing since the mid 2060’s, it was finally necessary to deploy American troops on American soil to keep order in the cities. Many people, faced with unemployment and the prospect of taking their meals at a charity soup kitchen, joined the military. The military, stretched thin by the war and civil unrest and in need of warm bodies, took them in. You are part of a group of US Army personnel who have just completed a year of Basic and Advanced training. Due to a breakdown of communication you were assigned to join a unit that has already shipped out overseas. On 21 Oct 2077 you arrived at the National Guard Armoury in Santa Barbara, California. The Armoury is home to the 128th Quartermaster Company, which has been pressed into duty keeping law and order in Santa Barbara. The transient group will be set to work on mess and maintenance for the Armoury (which mainly involves mopping up and washing dishes), reporting to Sgt. Rita Vasquez. The extended length of the war and the over-committed nature of the military, some types of supplies and equipment are hard to find. Modern weapons are scarce and only being issued to veteran front line units. Old armouries have been opened and obsolete weapons dating back to the mid 20th century have been brought out and issued to many units. The weapons used by the 128th QM Co. are generally M3A1 SMGs and MAB P15 Pistols, both in 9mm. As the players have just come from a year of constant training, they have almost no personal effects other than 2 pair Class B and C uniforms and the following: 1 Identity Card, 1 field pack, 1 field jacket, 1 poncho, 1 gasmask, 1 first aid kit, 2 canteens, and 1 field suit.
